A Samoan Circle is a self-regulating group discussion format where a small inner circle of chairs sits inside a larger outer circle. Only people seated in the inner circle can speak. The key feature is one or more empty chairs in the inner circle that anyone from the outer circle can occupy at any time to join the conversation. When someone from the outer circle sits down, someone already in the inner circle leaves to make room.
